Good evening my name is Jennifer Cardenas. My pronouns are
she/Ella. I'm with Too Grassroots, a collective of environmental
justice community members who are  building local power, shaping a
safe and healthy future, and uniting frontline community members in
the fight for an inclusive and  just environment. I am here to
speak about the LCFS and our disappointment with the changes  that
overlook urgent needs for clean air. 
Between the 19th century and 20th century canaries were used as
indicators of toxins in the coal mines. While technological
advancement has replaced the canaries, risk management continues to
be a key concern. Not only for people who work in places like
airports and warehouses but also for frontline communities. Here in
the inland Empire, children are the new canaries of the 21th
century, children breathe faster than adults, breathing in more
pollutants. We see the impact they are having everytime they go
play outside or on bad pollution days. We see them having nose
bleeds, weezing, or having an asthma attack. While we watch them
grow we have to normalize having an inhaler if they even have the
strength to play a sport. We see their year around health impacts,
and yet we have the technology to have a zero-emissions and do
better by these communities.The LCFS has major flaws and CARB needs
to eliminate polluting biofuels and invest in electrification to
achieve a zero-emissions future immediately.
