This raises serious concerns regarding potential misuse of power by certain individuals within CARB who possess the authority to threaten the voiding of these essential vouchers. Purchasers are calling for a fair and transparent assessment process. We propose the establishment of an arbitration committee to address cases where vouchers are voided without a legitimate basis and without citing the necessary IM regulatory language. This is not just a procedural request; it is a plea for justice and accountability. The lack of a fair and unbiased protocol within CARB is highly suspect, particularly when the IM manual is not utilized for verifying voided vouchers. Such actions create an atmosphere of fear among purchasers who have submitted requests for vouchers, leading to a chilling effect that stifles innovation and growth. This behavior not only wastes taxpayer dollars but also jeopardizes the viability of businesses striving to comply with the upcoming 2030 Clean Air Act. Moreover, it sends a troubling message: that small businesses will face insurmountable challenges in their pursuit of success, even after diligently meeting all IME requirements. These businesses are essential for generating revenue and delivering vital services to veterans, disadvantaged communities, students, and other underserved populations. The systemic issues we face--the fear of retaliation and the inefficiencies in obtaining vouchers--must be addressed. We owe it to our taxpayers and entrepreneurs to foster an environment that supports compliance with regulatory guidelines, rather than one that breeds uncertainty and distrust. Let us work together to create a fairer system that serves the best interests of our communities and the economy as a whole. Thank you. |
