This new regulation will put fishing and tour boat operators out of
business.  Prices for these trips are already at an all time high. 
I can't afford the price increase and won't be able to go fishing
on the boats.  I've been fishing with the various fishing landings
since 1953.  This would be a terrible terrible regulation.
