It is essential to public health that the emmissions of ALL diesel
powered vehicles be regulated. In-Use Off-Road Vehicles should be
no exception; in fact these vehicles  should be given more
scrutiny than others since the are typically essentially point
sources, and are less efficient than on-road diesel trucks.
