There's corporate interest that have convinced officials not to go
after real environmental polluters.  Like the dangers of offshore
drilling, oil fields and even cattle ranches that make more
pollution than a handful of charter boats.  The licensing that's
need to go fishing and to operate includes oversight.  We the
people contributed to the sustainability of a good fishery. 
Automotive pollution by far causes more harm. motor vehicles,
industrial emissions, and consumer products Account for most of the
pollution.  These vessel should be grandfathered in with a ttl
clause at the worst.
