     The work undertaken and accomplished to date to implement the
Global Warming Solutions Act is very much appreciated.  Please
consider the following suggestions in implementing the Plan:
     (1) Emphasize and educate the public on the contribution to
the problem created by local governments by approving poorly
planned growth or sprawl that increases vehicle travel. 
     (2) Reduce the role of offsets.  Allowing polluters to buy
their way out of complying with state law by paying others to
reduce THEIR global warming pollution may worsen air pollution and
discourage advancement of clean energy technologies in California. 
 
     (3) Auction off all emission allowances and use the funds for
GHG reduction programs such as clean technologies and green jobs.
If the plan allows for more than one-fifth of the reductions to
come from a "cap-and-trade" system, then polluters will trade
permits for producing GHG emissions.  California cannot afford to
allow any "free" emissions.
     (4) Require businesses to fully recycle their materials.
     Rigorous and enforceable CARB policies now will help citizens
realize the critical nature of the crises as well as the benefits
in reducing air pollutions and creating clean-energy employment.
