Dear CARB Board,
 
I am writing in regards to your plan to implement the Global
Warming Solutions Act. I believe this plan is important and comes
at a critical time. It should be the strongest plan possible given
the I have the following comments on the plan:
 
1. Please do not give away emission allowances. They should
auctioned since they will have a future value. Polluters should not
be able to profit from free emission allowances.
2. Please de-prioritize offsets, which push emissions
disproportionately into low income areas and discourage the
adoption of clean technology
3.  Please increase the targets for local governments to reduce
emissions caused by poorly planned growth that increase vehicle
travel
4.  Please require businesses to recycle their materials.
