Please don't pass this new legislation on the boating industry. You
are only pricing the average person out of being able to afford to
go fishing, diving, or sight seeing. 
I understand the purpose of the regulation, but wouldn't
grandfathering the existing boats in and phasing in New boats. The
small boat owners can then continue to make a living.
Please reconsider this extremely harsh legislation. I won't be able
to afford to continue diving or fishing in the future under the
proposed legislation. Also the bigger fleets would be a monopoly
and charge whatever they want. Thank you
