| Comment | First, thank you for your continued efforts in leading the march
toward a sustainable and healthy environment. Your plan to reduce
global warming while also creating jobs is a major step in the
right direction. Of particular importance is the plan for a steady
transition from today's conditions to limits that will produce the
desired ends while maintaining economic balance.
However, I urge you to learn from the experience of the European
Union. Europe was far too generous in giving away permits to
polluters--to the extent that far too little reduction in
pollutants occurred. Please do not give free credits to polluters.
Instead force them to pay for the emissions they create by buying
permits at auction. The resulting funds can be used to sustain and
promote additional measures for easing the swift transition to a
better environment.
