Although the Scoping Plan is designed to meet the legislatively
mandated goals for net zero of CO2 emissions it relies too heavily
on unproven carbon capture and storage technology to do this. So
far every where CCS has been tried it has failed to achieve the
promised CO2 capture goals and has proven itself to be a huge
economic burden.  The only carbon capture technology that
shoud be encouraged is direct air capture as that will be required
technology in order to remove the CO2 that has already been emitted
to prevent climate catastrophe.
