I am thankful that state officials are taking global warming
seriously and that CA. is leading the nation in this area.  
Setting a limit on emissions that declines each year and setting a
minimum price on carbon pollution is an excellent start, but I do
not feel that we should give the discussed permits away for free.
The funds garnered from the sale of the permits should go to both
helping with our transition to a cleaner economy and lowering
energy costs for Californians.
