It is insane to regulate commercial crafts out of business when the
technolgy is not affordable to keep businesses afloat. 
I go on whale watchings tours which would be unable to recover
costs of the amendment. The sport fishing boat owners would not be
able to double the fees!
Governor Newsom sits behind a desk in Sacrament whi is unwilling to
investigate this technology and how it will disrupt revenue,
business and leisure activities.
I protest the amentment entirely.
