NO NO NO NO NO on this VERY BAD IDEA, with lofty but misguided
intentions!!!!

We Americans INNOVATE our way out of problems, like pollution &
climate change. This is one more Wealthy Elite Idea to eliminate
blue collar jobs in the fishing & other water-way businesses. 

Please kill this Bill. 
Instead, invest in businesses that capture carbon and clean up the
water.
