Spokesman Dimitri Stanich is noted as saying (paraphrased) costs
for installation of equipment can be overcome by raising gas
prices, and that low volume sellers would have to raise prices
more.
This attitude - just raise prices, and the hell with whether or
not it drives people out of business - is, of course an indirect
tax on consumers. It takes place in an environment of deflation,
mounting job losses, and general economic chaos... and California
leads the nation in these things.
I'm certain you've overlooked some possible way to squeeze the
economy even more, so go back to the drawing board and don't come
back until you're in depression.
My advice to the governor is that the best way to eliminate
Caloifornia's massive shortfall is to eliminate agencies such as
CARB
