While the newly proposed air quality rules and regulations are
strong in a number of ways, for which I am quite thankful, they
could be strengthened by extending their authority over all
polluting industries. It would also be a good idea to force
polluting businesses and operations to purchase permits to continue
operations at an auction so that the funds raised would provide the
money to pursue effective enforcement.
