The incremental reduction and capping of pollution is a positive
step. However, skip the trading credits. Trading pollution credit
is tantamount to selling indulgences (as in Middle Ages church)
whilst re-arranging the chairs on the Titanic.

I support AB32 WITHOUT the Trading.
