1. Require 25,000 ZEVs for 2012-2014.
2. Create a separate requirement for plug-in hybrids that lets
them replace the dirtiest vehicles in CARB's regulations, rather
than ZEVs.
You have an opportunity to make an historic decision. Don't
squander it. Remember that movie about Enron? The Smartest Guys in
the Room? Remember how those energy traders laughed about screwing
