     Thank you for taking action on this vital program.  Climate
change is the most important issue facing mankind today and it is
urgent that we act quickly and decisively.  The great thing about
cutting carbon emissions is that we can create a green economy that
will help employ local workers, cut our dependency on foreign oil,
start to prepare for a future with less oil, and clean the air all
at once.

      I would like to see polluters pay for creating CO2 rather
than having rights given away at auction.  This is only being
responsible for the problems you are creating.  Money raised at
auction can then be funneled back into research and possibly carbon
reduction strategies, such as energy efficency programs for the
poor.

     Above all you need to act to create stability for business, so
they can plan for the future.
