Dear Governor Newsom and Members of the California Air Resources
Board (CARB),

I'm writing to express my concerns about the allocation of taxpayer
funds for factory farm biogas projects.

Funding biogas production under the Low Carbon Fuel Standard (LCFS)
seems to give the green light to the factory farming industry,
which has its share of problems. Every year, billions of animals
suffer in terrible conditions due to it, not to mention the
pollution it causes - air, water, and methane - all exacerbating
the climate crisis and impacting the health of local communities.

I have a few suggestions for addressing this:

1. Eliminate "avoided methane crediting" by 2024.
2. Correct the Life Cycle Assessments to accurately account for all
greenhouse gas emissions from factory farm biogas.
3. Remove the 10-year "grace period" for factory farm biogas
producers.
4. Cease double counting - if they're already receiving funding
from other programs, they shouldn't be eligible for LCFS credits.

I understand the complexities you face, but the decisions made now
will greatly impact our communities and environment. Let's work
together to ensure California becomes a safer, healthier place for
all.

Thank you for your attention to this matter.

Sincerely,
Jeannine Farrelly
