Please reconsider what you are proposing !  I am a lifelong ocean
person who enjoys many aspects of the ocean .food source , pleasure
source, spiritual source , recreation source ,life source. I and
many other people feel the same .  I have many friends who are
pleasure boaters and also commercial enterprises . What you are
proposing will put these honest hard working people out of business
and stop many pleasure craft owners in same situation . Please
