Comment | I would like to express gratitude to the CSC members from the community who have made the commitment to make 617 as strong as possible. A few things that need to be noted in the adoption of this plan and implementation are the need to focus on policy versus incentives. Industries make a lot of money at the cost of community health and do not need to receive MORE benefits to transition to zero emissions energy or transition out of our neighborhoods. There is a gap in this document in which AQMD can site industries for health violations but if these businesses do not require AQMD permits, AQMD does not send this information to the city/county for consideration of continued permitting. AQMD should send all NOV information to any business so cities can add these to the business records. Finally, this process cannot be talked about independently from Indirect Source Rules, which need to be passes as soon as possible and need a greater degree of community engagement-as it will fill a great gap that has been identified multiple times in the CSC space for 617. |
