I object to the insufficient minor revision of the date of
implantation from 2029  to 2027. 
I want the date to be no later then 2024. Ten years was too long to
wait for relief of this most dangerous pollutant  and pushing the
date back by only two years is merely a bone tossed to a suffering
public.
I also want the board to have discretionary authority to grant
waivers of the 2024 date based solely upon technical difficulties
not financial difficulties on a case by case  basis.
 the application for and facts underlying such waiver will be, in a
timely manner, publicly disclosed  and justified.
