Thanks for developing a plan to reduce global warming pollution
plus creating jobs and making California a better state to live in.
 

It is urgent to set a limit that declines each year and to set a
minimum price on carbon pollution.  Such a steady price should help
businesses make long-term investments in strategies to reduce
global warming emissions.

I recommend that polluters be forced to pay for the emissions they
generate by purchasing permits in an auction.  Such auction funds
can then be re-invested into efforts that will help transition to a
clean economy and to help lower energy costs for Californians.
