Hello,

I am very proud of California's early adoption of programs to
address global warming. Thank you for your work, it is appreciated.
I also believe that the capandtrade10 program, while strong in many
ways, could be improved by charging for all permits, rather than
allowing a free-pass - or exceptions. 

Please work to strengthen this aspect of the program, as it will
improve funding and simply be fair - externalizing pollution costs
is no longer a reasonable corporate policy.
