| Comment | Honorable Chair Nicols and Board Members:
Thank you for your hard work. I am writing to urge you to
strengthen the regulations at least in two areas: (1) Lower the
offset limit. (2) Design a plan that moves towards 100% auctioning
in allocating allowances. The excessive free allowance in the
present proposal would undermine the goals of AB32, and would
present a missed opportunity to raise funding for clean energy and
energy efficiency programs. I think that studies have shown that no
more than 15% free allowance is really needed to prevent any
possibilities of loss of business profits.
As a concerned citizen, I understand the importance of reducing
greenhouse gas emissions as well as air pollution. Air pollution
means health care costs as well as a loss in productivity. I
participated in the AB32 scoping plan held in San Jose in 2006. I
also felt inspired by Chair Nicols' talk at the Global Climate
Energy Project workshop at Stanford later that year. I hope that
you will make California a true leader in curbing greenhouse gas
and pollutant emissions.
