Private and commercial sport fisherman should not be subject to the
proposed rules on exhaust emissions.  Many of these commercial
boats have been sailing for decades; the cost to meet these
standards would be prohibitive and would put them out of business. 
The same is true for private boaters.  My boat is 24 years old and
I am retired. I cannot spend $15,000-$20,000 on a new outboard
motor, even if a motor meeting these requirements were available. 
As far as I can see, no such outboard motor currently exists.
