    Thanks for your plan to slow down global warming! Much of your
proposal is strong, especially the declining emissions limit and
the minumum f price on carbon pollution.
    Could you please in addition charge large polluter for
emissions and not give permits away for free? Selling permits at
auction will allow us to transition to clean energy and lower
energy costs for residents of California.  making homes and
businesses more energy efficient, increasing public transit
options, and developing wind and solar projects in California will
be easier to do, and they're very important.
