I am pleased that California has a Global Warming Plan and that
some of the biggest polluters will be encouraged to change their
production process by charging them fees for polluting.  I want to
encourage participants to work on strengthening the plan and making
more of the polluters in California pay for carbon emissions they
create.  California should be a leader in the area of halting
Global Warming.  We need to set an example.
