The Air Resources Board vote to amend the sucessful carbon market
regulations may create adverse leakage problems. 

Leakage solution: Allow any and all trading in the electricity
sector -- but if a trade results in leakage, the party divesting
from a high-emitting resource must retain the liability for the
emissions that leak out of California's market. 

Do not allow any leaks to occur in the carbon market regulations!
