Thank you for taking global warming seriously and developing a plan
to reduce global warming polution while creating jobs and making
California a healthier place to live.  I agree that the lan should
set a limit that declines each year and setting a minimum price on
carbon pollution.  However, I support strenghening the program to
require more of the state's poluters to pay for their global
warming emissions instead of giving permits away free.
