| Comment | Dear Board Members: Thank you for the opportunity to comment on this important agenda item. This comment is submitted on behalf of Range Energy Inc., a California company building battery-electric trailer systems to support the electrification of Transport Refrigeration Units, or TRUs. Range Energy commends CARB's efforts in developing the Funding Plan, and its continued focus on directing incentive funds to programs helping priority populations and facilitating a practical transition to zero-emission vehicles. Incentive programs, like CORE, are critical to increasing the adoption of zero-emission technology developed by small businesses. For example, Range Energy manufactures a battery-electric trailer system that responds to the promise of battery and range extending technologies that CARB highlighted in its 2022 TRU Technology Assessment. In cooperation with the South Coast Air Quality Management District (SCAQMD), we demonstrated that our trailer technology provides benefits to real fleet operations, as well as benefits to priority populations through meaningful emissions reductions. We continue to work with SCAQMD, as well as the San Joaquin Valley Air Pollution Control District, to explore ways to increase awareness and use of our trailer technology, especially in communities disproportionately impacted by harmful vehicle emissions. Programs like CORE present a way to facilitate the adoption of technologies like ours. We support the allocations in the Funding Plan. And, encourage CARB to continue focusing on ways to update incentive programs so that practical, zero-emission technologies, like Range Energy's battery-electric trailer system, can help fleets and communities benefit from emerging zero-emission products that reduce harmful emissions.
