as boats go out of business millions of Californians will be denied
access to the open sea and significant economic harm will come to
coastal communities that depend on outdoor tourism. I am one of
those Californians and will be disappointed and upset if I am
unable to continue these activities. My hard earned money will also
redirect somewhere else.
