I would like to urge CARB to continue California's long standing
tradition of environmental leadership by maintaining the number of
Zero-Emission Vehicles required of automakers.

Please require the full 25,000 Zero-Emission Vehicles that
automakers had promised for 2012-2014.

Also, please create a separate requirement for plug-in hybrids
that lets them replace the dirtiest vehicles in CARB's
regulations, rather than the cleanest Zero-Emission Vehicles.
