| Comment | The proposed mandatory deadline surplus of three years would disallow any funding for vehicles older that 1998. These are the most polluting mobile sources. Please amend to two years (same as owner operators) so that we have time to replace the most polluting elements while causing the least economic disruption. As an aside,the new Carl Moyer Fleet Modernization Plan will also be entirely useless. |
