| Comment | The most polluting catagory of diesel trucks is pre 1998. The compliance date for these trucks is 12/31/2010. The proposed surplus window is three years. This would render this entire catagory of trucks ineligible for grant assistance. It would also insure that these vehicles would continue to pollute up to the Compliance Date. If the surplus window was reduced to 1.5 years for fleets and 1 year for owner operators we would be able to replace the heaviest polluting engines as quickly as possible with the least detrimental economic impact on the trucking community. |
