Goal of program being to reduce emissions from Diesel Trucks, the
most poluting trucks are those of pre 1998. The compliance date
for these trucks is 12-31-2010.  With the proposed surplus window
being 3 years, this would render this entire category of trucks
ineligible for grant assistance.
It would also insure that these vehicles would continue to pollute
up to the compliance date.
If the surplus window could be reduced to 1.5 years for fleets and
1 year for owner operators, we would be able to replace the
heaviest polluting engines as quickly as possible with the least
detrimental economic impact on the trucking community.
