Hello,

I am writing to strongly recommend two applicants who did not
recieve funding under the intial grantinf process.

First is Biofuel Oasis.  Biofuel Oasis has been instrumental in
the incredible growth of biofuel use in the East Bay.  They have
been very successful in growing their business over the last
several years and have now run out of space.  Their requested
funding (100K) is to allow them to expand their operation and
significantly increase their capacity to serve their customer
base.

I cannot empthasize enough how crucial it is for 99.9% biodiesel,
made from recycled feedstock, to be available at the pump in the
Bay Area.  There is incredible demand for this and if the
distribution situation improved, many more people would be willing
to use biodiesel.  

My second recommendation is to award funds to Yokayo Biofuels. 
Unlike the other awardees on the list, Yokayo is a going concern
with a track record of producing quality fuel in the real world. 
Other awardees may claim to be able to bring capacity online,
however, I am concerned about their actual ability to deliver. 
Yokayo can accomplish meangingful scaleup with limited funding. 
In fact, they are planning to scale operations regardless of CARB
funding.  However, CARB funding will allow Yokayo to significantly
accelerate investment in upgraded equipment and expanded, new
capacity.  Ultimately this will allow them to provide more fuel in
the North Bay and in the Bay Area.
