Dear CARB Staff;
My views of California communities needing monitoring are based
largely on atmospheric pollution by fossil fuel burning,refining,
extraction and transportation.
Bay Area wide, the emissions from jet aircraft utilizing our three
major airports suffer the effects of profound levels of emission
from jet aircraft takeoffs. The most concentrated emissions are on
takeoff into initial lower elevations at or above:San Bruno,
Oakland, South San Francisco, Brisbane,
San Francisco, (including Treasure Island), San Leandro,
Alameda,San Lorenzo, Castro Valley,Santa Clara, Milpitas, San
Jose,Newark, Fremont and other communities in the takeoff flight
paths qualify.Communities adjacent to military bases qualify.
As to refineries; I am sure you have a complete list, I might
suggest adding Concord,Pacheco,Pittsburg,Antioch,El Cerrito;
As to California generally, communities in proximity to 12 natural
gas extraction fields and facilities have been subject to methane
emissions.
