My name is Brenda Garcia Millan and I'm a research and policy
analyst at Climate Action Campaign, a nonprofit organization
located in San Diego and Orange County. I am also a resident at
Otay-Nestor, one of the many communities impacted by toxic air
pollution coming from the international border.  
I would like to express my support to include the International
Border Community in the San Diego Air Pollution Control District
(San Diego APCD) for the development of a community air monitoring
plan and a community emissions reduction program. Air pollution
particularly impacts low income minority communities on both sides
of the border due to close proximity to one of the busiest border
crossings in the world and to maquiladoras and energy plants. Many
of these communities have been heavily impacted by COVID19 due to
the high rate of respiratory conditions. It is time to implement
strategies that can bring justice to our communities and protect
the lives of our residents. Thank you.
