| Comment | Dear CARB Board,
My name is Colleen FitzSimons and I am a resident of San Diego. I
want to express my support for San Diego's International Border
Communities to be selected for this round of AB617 communities. The
monitoring site in San Ysidro constantly reported higher levels of
Black Carbon than the rest of the monitoring sites in San Diego
during 2020. As a majority (92%) Latinx community with 21% of San
Ysidro's population living below the federal poverty level - we
must start the process of addressing these disparities by
developing a community emissions reduction program. Therefore, San
Diego's International Border Community should be selected as an
AB617 community.
