Sportfishing operations in the state will be extinguished by the
proposed new regulation. The industry as we know it will cease to
exist. This will deny the majority of people the ability to enjoy
and benefit from the use of the public resource. Only the very rich
will be able to participate, denying the rights of low income
families to participate for enjoyment and sustinance. Compared to
the pollution caused by cargo ships the impact of sportfishing
boats on air quality is very very small. 

I know several owners that have already upgraded to tier 4 engines
which are very clean running, there is virtually no exhaust odor
from these engines. Adding the requirement for tier 5 would put
most of them out of business. CARB should concentrate on the real
"Gross Polluters" that are cargo ships.
