Comment | Dear Members of the Board: We should adopt the Advanced Clean Truck regulation to meet the goals set by the state, but more importantly to offer relief to the disadvantaged communities that are disproportionally affected by air pollution. For example, despite a 31% decrease in black carbon levels county-wide in San Diego for the first five weeks of the COVID-19 shut down, San Diego border and portside communities such as Barrio Logan and San Ysidro did not see this same improvement. By the third week, black carbon levels were back to normal mainly on account of the heavy freight activity that is typically congregated in these communities; 2,500 heavy duty trucks cross everyday on the Otay Mesa Port of Entry. By adopting this Advanced Clean Truck regulation, we will be able to reduce levels of pollution in California and significantly influence the health of disadvantaged communities that are always disproportionately impacted. |
