Comment | Chairman Nichols and Members of the Board: I am glad the California Air Resources Board(CARB)is moving forward to implement the Global Warming Solutions Act (AB 32). As the defeat of Prop 23 in November showed us, Californians are ready to reduce our contributions to climate change. In fact, doing so will be our great strength in the coming difficult times. I agree with many of the steps outlined in the AB 32 Scoping Plan. However, the free pollution credits to the industrial sector in the Cap & Trade Design are excessive. I urge you to reduce and create a phase out plan of free allocations to the industrial sector. The proposed levels are higher than is needed to combat leakage. Several studies show that industrial sector claims are exaggerated. Subsidizing these industries through free allowances slows the important transition to a cleaner economy. CARB should build in a clearly described management process to reduce free allocations based on specific evaluation measurements. Please take advantage of the favorable public climate that California currently enjoys around addressing climate change and implementing AB 32 by taking much-needed bold actions and removing the massive allowance giveaways outlined in the current rules.
