I am a native southern Californian and have experienced the effects
of smog and poor air quality during the 70s and 80s as I was
growing up. I am a strong supporter of clean air initiatives, but
not at the expense of an entire industry. I am also a fan of sport
fishing and go out at least once a year on boats between San Diego
and Ventura. 

Most sport fishing companies were impacted by the Covid virus and
have suffered a huge loss of income. To add the cost of a complete
retrofit of their engines on top of this is short sighted. It will
destroy the industry and put the majority of sport fishing and
whale watching companies out of business. Both of these industries
provide the opportunity for the public to enjoy the ocean and sea
life in a way that wouldn't be possible otherwise. If the public
looses interest in the oceans and their care, then a whole new
batch of problem will arise.
