I am strongly against the proposed regulations for commercial
harbor craft. It seems designed to deliberately target small
business owners, especially since the proposed rules cannot be
implemented! The technology does not exist to convert small craft
to gain compliance and rebuilds will result in safety issues and
unbearable expense to commercial boat owner. There is no benefit to
the environment that would justify the expense. We currently have
hundreds of mega cargo ships drifting offshore and dragging anchors
resulting in a major oil spill. These proposed regulations are
targeting the wrong industry!
