My name is Helmut Ahollinger. In 1988 I established Helmut's Marine
Service in San Rafael, California as a Volvo Penta dealer and grew
to be the Volvo Penta Power Center and engine distributor.

 I am writing to you today to share my deep concern on the new
regulations regarding our sport fishing customers.  To date there
are no tier 4 engines available for these vessels and there is a
huge backlog is new boats due to the high demand of boats since the
pandemic began as well as backorder supplies have not allowed boat
manufacturers to produce vessels at the same rate prior to the
pandemic.

To ask these fishermen who work so hard to purchase new vessels
would be catastrophic not only for their businesses but the
businesses like mine which help support them. 

We strongly urge to reconsider moving forward with this new
regulation.
