Comment | Commercial Passenger Fishing Vessels (CPFV) should be exempt from the California Air Resources Board pending emission regulations. The pending Commercial Harbor Craft (CHC or harbor craft) regulations should NOT be "blanket" but instead based on a vessels gross tonnage. Larger CHC vessels OVER 100 tons that primarily operate within the seaports, marinas, and harbors or CHC vessels that are docked for extended periods and rely on main/aux diesel engines for electrical operating power would be subject to the new CARB regulations.
