Hello I am a strictly saltwater Fisherman and I beg you to consider
what would happen if this carb emissions passes Anglers can not go
fishing with there families businesses going out business ,in my
opinion this should be done gradually  the boats are not made for
these Type Engines the owners can not afford new ones this would
cause thousands of smaller boats on the water witch would be even
more pollution than what is being ask so again please think of
things in the long run there needed to be a better plan
