Hello,

I'm writing to express my concern about the upcoming emissions
regulations for charter boats in California. These boats take a
long time to construct and design. The proposed regulations ask for
unreasonable timelines and emissions regulations for the charters.

Not all technology is drag and drop, and if unable to make
modifications work, it will be impossible to sell a boat designed
for the West Coast. Coupled with the shortages, I booked a charter
and the Captain ordered his engines over a year ago, they still
haven't come and he is out thousands of dollars. Now the upcoming
law law expects hundreds of boats to all have access to limited
engines, or build new boats does not make sense in the limited
timeline.
