The proposed changes to the sportfishing fleet with regard to
exhaust emissions seem arbitrary and frankly, capricious. 
Considering the transition that is already taking place to electric
vehicles, the total load of pollutants entering the environment
continues to decline.  This proposal is government overreach which
very questionable data to support the position.  I do not think
that the damage this proposal will do to the coastal economies of
California is justified by this attempt to reduce pollution.
